Stop Anti-Bike Legislation in New Jersey

E-bikes and scooters play an important role in increasing equity and access to biking, trails, and active transportation, as well as helping New Jersey reach its climate goals.

Ill-conceived legislation would curtail these benefits.

Ask your representatives in the New Jersey Legislature to oppose A.3359 and S.2292, which would require MVC registration and insurance for all low-speed e-bikes and scooters—an unprecedented law in the United States and one that could have a pernicious effect on biking and trails nationwide.

As a trail advocate and constituent of yours, I am deeply concerned about legislation A.3359 and S.2292 currently being considered in the New Jersey Legislature.

E-bikes and scooters provide active transportation and recreational options for many New Jerseyans, including those with mobility issues and those for whom a car is unaffordable. People living in low-income communities and Communities of Color, in fact, are more likely to rely on biking as their primary mode of transportation, and this bill would adversely impact them.

E-bikes expand the range for which people can commute and run errands, which reduces climate emissions and helps the state achieve net-zero goals. Additionally, some households replace one car with an e-bike.

The bill treats low-speed and pedal-assist e-bikes, as well as scooters, the same as higher-speed and throttle-driven vehicles. There are defined classes of e-bikes that this bill ignores. Additionally, this bill creates problems for interstate commerce and confusion for residents who make cross-state trips (such as within the greater New York City and Philadelphia metropolitan areas).

Please oppose A.3359 and S.2292.
